Removal of byte-based slice mode encoding from Video Codec SDK

Support for NV_ENC_PIC_PARAMS_HEVC/NV_ENC_PIC_PARAMS_H264: sliceMode = 1 (byte-based slices) will be removed from NVIDIA Video encode (NVENCODE) API which ships as part of NVIDIA Video Codec SDK in a future driver version. The other modes supported in NV_ENC_PIC_PARAMS_HEVC/NV_ENC_PIC_PARAMS_H264: sliceMode will continue to be supported without any change. Applications using sliceMode = 1 are advised to move to alternative mechanisms to control the slice sizes.
