When is a DDC MUX required for a Optmius GPU display connector?

If a display may be used which does not have a properly functioning hotplug pin, or if display detect must be possible faster than can be done without powering on the GPU. For HDMI or DisplayPort, all displays should have proper hotplug functionality. Some non-certified displays may exist that are exceptions to this.
