On notebooks using NVIDIA Optmius technology, the Optimus indicator LED flashes on and off when the system is shut down or rebooted.

This is normal behvavior, and corresponds to the NVIDIA high‐performance GPU
being turned on and off during system shutdown or reboot.

During system shutdown, the Windows operating system makes power/query‐related
calls to all devices. In response, the NVIDIA graphics driver turns on the NVIDIA high performance
GPU. The GPU is then turned off as part of the final shutdown.
During reboot, the Windows operating system makes power/query‐related calls to all
devices. In response, the NVIDIA graphics driver turns on the NVIDIA high performance
GPU for a short time and then turns if off. Then, during the start up stage,
the operating system initializes the GPU (turning it on) and then turns it off once
Windows is completely loaded.
